Moein: Architecting Oman’s Digital Sovereignty Through National AI
Moein (also referred to as Mu’een or Maeen) is Oman’s first national large language model (LLM), specifically engineered to bolster digital sovereignty and modernize the Sultanate's public sector. Unveiled at COMEX 2025, this "homegrown" generative AI is a flagship initiative of the National AI and Advanced Technologies Program (2024–2026) and is deeply integrated into the Oman Vision 2040 strategy for digital transformation and economic diversification.
Technically described as "Oman GPT," the model is trained on a specialized corpus of Omani cultural, historical, scientific, and legal texts. This local focus allows Moein to natively support the Omani dialect, local idioms, and official communication protocols, ensuring that its outputs align with the nation's unique cultural and religious identity.
The model's current capabilities and rollout strategy include:
• Government Efficiency: In its initial phase, Moein acts as a smart assistant for roughly 20,000 government employees, aiming to streamline official workflows.
• Linguistic Tasks: It is designed to automate document analysis, strategic planning, text summarization, and the drafting of official policy documents.
• Cross-Language Support: The model facilitates Arabic-English translation, making it a versatile tool for "official text handling" in various ministry contexts.
• Secure Governance: By developing the model within Oman’s own regulatory and cultural framework, the government ensures that all data handling and responses adhere to national standards and preserve Omani heritage.
While currently limited to the public sector, officials intend to expand Moein into the broader "digital space," which may eventually include citizen-facing e-government services and educational applications.
